a project may be obtained. Lord Halifax will

appreciate that the Colony would be gravely

embarrassed by an influx of Chinese refugees

on the scale apprehended by the Governor

and even by the effort to restrict their

entry. Although there appear to be many

possible difficulties in pursuing the

suggestion in the Governor's telegram in

its present form, the advice which may be forthcoming

from His Majesty's Representatives in China and

Japan may throw light on some measures or

precautions

which can be adopted.

A copy of this letter and enclosure is

being sent to the War Office, Admiralty and

Air Ministry.
